Run the terminal in live mode. Cold-boot, session governance, halt authority. Owns the kill-switch.

Verify numeric anchors. Dual-source any new claim. Enforces L82 and L88 across every surface that touches truth.

Free experimentation under the research lane. Findings transit to operator-lane only through verifier sign-off.

Implement under operator-lane regression-only. Bit-identical regression evidence required for every mutation.

Read precedent before re-implementation (L90). Surface concerns at the smallest possible PR. No silent merges.

Carry-forward append-only ledger steward (L79). Status flips OPEN → CLOSED with destination-stage citation.

Read-only mode. Watch terminal state, gate streams, worklog. No write surface, no halt authority.

Top-level operator directive authority. Rule mutations cite this role inline. The buck stops here.

Pre-flight: data freshness

Verify EV26 universe vintage matches today. EV30 bar-builder reports clean ingest for prior session. No stale parquet partitions.

Engine roster heartbeat

Confirm 20 of 20 engines reporting on EV48. Any engine in standby flips to standby-with-cause, not silent.

IPC + EVENT_BUS verification

EV31 wire to broker handshakes ≤60ms RTT. EVENT_BUS subscriber count matches expected (governance + scorer + monitor lanes).

Risk caps armed

EV37 confirms per-trade / per-day / per-week caps loaded from config. HALT path verified independent of pause-state (L94).

Day-flat schedule armed

EV50 confirms 15:55 ET forced-flatten scheduled. Override flag explicitly false. Calendar exception list reviewed.

Operator acknowledgement

Console (EV51) signed by operator. Single-key acknowledgement persisted to session_summary. Terminal ready.
